OIG Gaming Receives Authorization to Operate ICE Betting Brand in Brazil
The authorization, formalized through SPA/MF Ordinance No. 2,040 and published in Brazil’s Official Gazette of the Union (DOU) on Friday, September 11, grants OIG Gaming comprehensive rights to offer both sports betting and online casino games across virtual platforms. The five-year license remains valid through September 11, 2030.
Comprehensive Gaming Authorization
Under the new authorization, OIG Gaming Brazil Ltda (CNPJ: 55.459.453/0001-72) will operate the ICE brand across integrated sports-themed betting and online gaming segments in virtual environments. The company joins the growing roster of licensed operators in Brazil’s regulated betting market, which launched on January 1, 2025.
The authorization follows Brazil’s comprehensive regulatory framework established under Laws No. 13,756 (December 12, 2018) and No. 14,790 (December 29, 2023), which govern fixed-odds lottery betting operations in the country. The licensing process was conducted through SIGAP process No. 0044/2025, Brazil’s centralized betting management system.
Brazil’s Expanding Regulated Market
Brazil’s sports betting regulation took effect at the beginning of 2025, marking a significant milestone in the country’s gaming industry development. The regulatory framework provides clear operational guidelines for licensed operators while establishing consumer protection measures and responsible gaming standards.
The Brazilian government plans to implement the National Betting System before year-end, coordinating oversight across federal, state, and municipal levels. This integrated system will enforce responsible gaming practices, establish technical requirements for gaming systems, and strengthen anti-money laundering measures across the sector.
Economic Impact and Market Growth
According to projections from the National Association of Games and Lotteries (ANJL), Brazil’s regulated online betting sector is expected to generate approximately R$20 billion in taxes and fees throughout 2025. This revenue stream includes federal licensing grants and a 12% tax on Gross Gaming Revenue (GGR), alongside standard service sector taxation.
The total tax burden for licensed operators reaches 36%, positioning Brazil as one of Latin America’s largest regulated betting markets. ANJL estimates the sector will create 60,000 direct and indirect employment opportunities across multiple industries, including information technology, advertising, media, legal services, and compliance.
Regulatory Foundation
The authorization was issued under the authority of Decree No. 11,907 (January 30, 2024) and follows comprehensive regulatory guidelines established by the Secretariat of Prizes and Bets. Licensed operators must maintain strict compliance with technical, operational, and integrity standards while adhering to responsible gaming protocols.
OIG Gaming’s ICE brand authorization represents continued growth in Brazil’s regulated betting landscape, providing consumers with additional licensed gaming options while contributing to the country’s expanding regulated market framework.
