Spain’s Directorate General for the Regulation of Gaming (DGOJ) has imposed a €100,000 fine on Betfair for failing to comply with responsible gaming and player protection obligations under Spanish gambling law.
The penalty was announced November 25, 2025, as part of a broader enforcement action by Spain’s Ministry of Social Rights, Consumer Affairs and the 2030 Agenda against 32 online gambling operators, resulting in total fines exceeding €33 million.
Betfair Penalty Details
Betfair’s €100,000 fine stems from violations related to the operator’s responsible gaming duties and player protection requirements mandated under Spain’s Law 13/2011 on gambling regulation.
The sanction falls under the category of serious infractions as defined in Article 40 of the Spanish gambling law, which applies to licensed operators that fail to meet regulatory compliance standards.
An additional six operators faced very serious infractions for operating without Spanish licenses, each receiving €5 million fines and website blocking orders.
2025 Enforcement Activity
Through November 2025, Spain’s Ministry of Social Rights has issued 58 serious and very serious sanctions against online gambling operators, imposing nearly €111 million in total penalties.
Since July 2021, when amendments to Spain’s Gambling Regulation Law mandated public disclosure of finalized administrative sanctions, the DGOJ has published 212 penalties totaling €496 million.
The Spanish regulatory framework requires operators holding valid licenses to maintain strict compliance with technical standards, responsible gaming protocols, and player protection measures. Violations can result in substantial financial penalties based on the nature and severity of non-compliance.
