The Dirección General de Ordenación del Juego (DGOJ), under Spain’s Ministry of Social Rights, Consumer Affairs, and the 2030 Agenda, participated in the latest .ES Domain Registry Commission organized by Red.es, a public entity of the Ministry for Digital Transformation and Civil Service. The event brought together over 100 domain registrars and public entities to address challenges in managing domains under the “.es” extension.

Illegal Online Gambling: Challenges and Prevention Strategies

During the session, Cecilia Pastor, Deputy Director General of Inspection at DGOJ, delivered a presentation focused on detecting and prosecuting unauthorized gambling and advertising. Her remarks emphasized the importance of inter-institutional coordination to prevent, detect, and prosecute illegal gambling activities on the internet.

Among the primary challenges identified were the increase in domains redirecting to illegal websites, identity theft on social networks, promotion of unauthorized sites by influencers, and the growth of white-label gambling brands.

The collaboration between DGOJ, Red.es, and other public bodies will enable progress in developing joint tools and actions to protect users, strengthen supervision of gambling-related domains, and combat illegal online gambling more effectively.

Strengthening Digital Gambling Oversight

DGOJ’s participation in this type of event reaffirms its commitment to a safe, transparent digital gambling environment that complies with current regulations. The regulator’s presence in the .ES Domain Commission represents a step toward more coordinated technical measures against operators who circumvent Spanish licensing requirements.

Domain management has emerged as a critical area for gambling enforcement, as unlicensed operators frequently use multiple domain registrations to evade blocking measures and maintain access to Spanish consumers. The DGOJ’s direct involvement with domain registry authorities creates new pathways for rapid response to emerging threats.

The Spanish regulator has been expanding its technical capabilities to identify and block unauthorized gambling websites, with domain-level cooperation representing an additional enforcement layer beyond traditional website blocking measures.
