The penalty was calculated based on Quickspin’s Swedish turnover of SEK 10.9 million in 2024, with the regulator applying close to the legal maximum fine of SEK 1.1 million.
Kalamba Games faced a SEK 60,000 (€5,430) penalty after Spelinspektionen’s May 9 inspection revealed the provider’s games appeared on restricted websites, despite implementing geo-blocking measures. The company maintained that some distribution occurred through third-party partners beyond its direct control, but the regulator determined that licensed providers remain responsible for ensuring their content does not reach prohibited operators.
EGT Digital Gaming received the minimum penalty allowed by law at SEK 5,000 (€452) after its games were traced to unlicensed sites through international distribution channels. The company stated that some disputed titles were not supplied directly but originated from third parties using older brand elements associated with EGT Digital.
Regulatory Response and Industry Accountability
During the investigation process, all three companies cooperated with Spelinspektionen and implemented corrective measures to prevent future violations. However, the regulator maintained its position that licensed suppliers bear ultimate responsibility for their content distribution, regardless of third-party involvement.
“Quickspin has cooperated with Spelinspektionen and submitted requested information. However, the cooperation cannot be considered active beyond what one would normally expect from a company conducting licensed operations under supervision,” the regulator stated. “The mitigating circumstances do not outweigh the seriousness of the violation.”
The sanctions reflect Sweden’s strict approach to gambling regulation, where licensed providers are prohibited from supporting unlicensed operators under any circumstances. All three companies have acknowledged the violations and committed to preventing similar occurrences.
