Crypto sportsbook and casino operator Jack.com today shared its outlook on the Brazil gambling ban and its implications for the global iGaming industry. Provisional Measure (MP) 1.394, signed on September 25, prohibits sports betting and online casinos in Brazil, including those run by foreign operators, and licensed platforms went offline on October 6. Jack.com outlines what the Brazil betting ban means for operators, regulators, and players worldwide, and how events may unfold as the measure moves to Congress.

Brazil opened its licensed betting market in January 2025. It went from licensing to a full ban in under two years.

Brazil’s Gambling Ban at a Glance

Updates on the Brazil Betting Ban

Brazil held general elections on October 4. Two days later, on October 6, licensed sites went dark. Jack.com does not comment on election politics. It looks at what this sequence means for the market.

After October 6, the decision moves to Congress. Jack.com sees two main scenarios.

If Congress approves the measure, the Brazil gambling ban becomes permanent law. Regulators and operators elsewhere will study how the shutdown plays out.

If Congress does not approve it, the ban loses its force and the sector faces another period of uncertainty. Industry groups have also asked Brazil’s Supreme Court to suspend the measure, so a court ruling could change the timeline.

“The Brazil betting ban shows how quickly a regulated market can change,” Jack.com said in a statement. “Operators that treat a licence as a fixed asset are exposed. A licence can change, so it needs a plan.”

“Whether Congress approves the Brazil gambling ban or lets it lapse, the lesson is the same,” the company added. “Operators should prepare for both outcomes now.”

Impact on the Industry

Regulatory risk now belongs in strategy. Market access and revenue forecasts depend on rules that can change within weeks.

Player protection decides whether a regulated market survives. Regulators need clear rules, operators need transparent processes, and players need real safeguards.

“Regulation, transparency, and player protection are the base of a credible iGaming market,” Jack.com said. “We build around all three and expect them to matter more in every market.”

Jack.com’s statement puts the decision with Congress, which has 120 days to vote on MP 1.394. A separate request to the Supreme Court could cut that window short. Until one of them acts, the licensed operators that built the market, including Brazil’s largest casino brands, stay offline.

The ban follows a year in which Brazil’s policy debate centred on tax. The Lula administration proposed doubling the betting tax in October 2025, and a joint committee rejected a tax hike the same month. MP 1.394 removes that question for now. For operators and suppliers with Brazilian exposure, the end of the 120-day window is the next fixed date on the calendar.
