The Netherlands Gambling Authority (Kansspelautoriteit, KSA) has fined EOD Code SRL €37.25m for offering Instant Casino and 11 other unlicensed online casinos to Dutch players. The KSA announced the Instant Casino fine on 22 October 2026 and called it the highest it has imposed for illegal gambling.
The regulator’s own calculation came to €292.6m. A legal cap tied to the company’s turnover cut the amount by more than 87%, according to the fine decision dated 6 October 2026.
How the KSA fine was calculated
The KSA estimated that EOD Code earned €108.37m in gross gaming revenue from Dutch players in 2025, using a method based on search volumes. Under its 2026 fining policy for illegal remote gambling, the base fine equalled 100% of that figure.
Eight aggravating factors added 170 percentage points, taking the total to 270% of Dutch revenue, or €292.6m. Article 35a of the Dutch Betting and Gaming Act (Wet op de kansspelen) limits a fine to the higher of a fixed criminal-code amount or 10% of the offender’s turnover in the previous year. The KSA put EOD Code’s worldwide gross gaming revenue at €372.99m, which set the ceiling at €37.3m.

The unfair terms the decision lists include withdrawal fees, withdrawal caps of €4,000, €10,000 and €20,000, player funds that were not kept sufficiently separate, broad liability exclusions and the confiscation of balances when players self-excluded. In its announcement, the regulator said cryptocurrency and anonymous payment options make money laundering easier.
Instant Casino and 11 more sites
The investigation started with Instant Casino, which KSA staff checked repeatedly from 19 November 2024. The regulator then imposed an order subject to penalty payments in July 2025 and decided on 11 December 2025 to collect the penalties, according to its sanction file on EOD Code SRL.
Follow-up work in 2026 tied 11 more domains to the company: skyhills.com, slotmonster.com, betiro.com, betblast.com, fastslots.com, goldenpanda.com, sambaslots.com, winningz.com, incognitocasino.com, foxygold.com and luckypays.io. KSA staff were able to play on several of them, and none had measures to keep out Dutch players.
EOD Code states on its websites that it is registered and regulated in Costa Rica and that Curaçao courts have exclusive jurisdiction, the decision notes; the KSA did not verify those statements. The company did not answer a data request sent on 26 May 2026 or an invitation to give its view on 10 September 2026, according to the decision.
Next steps
The KSA said it also works with payment service providers, hosting companies, banks and large technology firms to cut off unlicensed operators.
EOD Code can lodge an objection within six weeks of notification. The decision was sent on 7 October 2026, so the window closes around 18 November 2026. An objection does not suspend the penalty, which is payable within the same six weeks.
