The Brazilian government wants Congress to approve the Brazil betting ban, Provisional Measure (MP) No. 1,394/2026, by 20 December, José Guimarães, Minister of the Secretariat of Institutional Relations (SRI), said at a press conference on 27 October. The joint committee that must examine it has not yet been set up.
The MP is one of three proposals the government wants approved before the end of the year, alongside the Public Security constitutional amendment (PEC) and a constitutional amendment creating free public transport, known as Tarifa Zero. The 2027 budget is also on the government’s list.
If we vote on these three issues, we are already satisfied.

What the Brazil betting ban covers
The Presidency issued MP 1,394 on 25 September, and the measure was published the same day in an extra edition of the Official Gazette. It bans the operation, offer, intermediation and advertising of fixed-odds betting in Brazil, creates an Interinstitutional Oversight Committee for these bets and amends Law No. 14,790/2023, the 2023 law that set up the licensed market.
A provisional measure takes effect on publication but lapses unless Congress converts it into law. The ban follows a bill to ban fixed-odds betting that the Workers’ Party tabled in April.
94 amendments, no rapporteur
The National Congress record for MP 1,394 lists its status as “awaiting installation of the committee”, with no chair or rapporteur named. Legislators filed 99 amendments; 5 were withdrawn by their authors, leaving 94 to be considered.
The proposals range from limiting betting to live sporting events, to restricting the ban to unlicensed operators, to refunding licence fees or compensating companies that paid for federal authorisations.
Next steps
From 9 November the MP enters urgency, which blocks the agenda of the chamber where it is pending until it is voted. Its first 60-day term ends on 23 November and is extended automatically by another 60 days. The clock stops during the congressional recess, from 23 December to 1 February, which pushes the final deadline into March 2027.
B2B supplier Slotegrator has set out its reading of the ban. More on the regulator is on the Secretariat of Prizes and Bets (SPA) page.
