The General Commercial Gaming Regulatory Authority (GCGRA) has appointed Ciarán Carruthers as its Chief Executive Officer, effective 9 June 2026. Carruthers joins from Crown Resorts in Australia, where he served as CEO, and takes over a role that has been held on an interim basis by GCGRA Chairman Jim Murren since Kevin Mullally stepped down in November 2025.
Background and Experience
Carruthers brings more than 40 years of experience across global luxury resort and gaming operations. Before Crown Resorts, he held C-suite roles at Wynn Macau, Sands China, and Galaxy Entertainment. At Crown, he led the operator through a period of regulatory remediation after it faced serious compliance failures across its Australian properties. The Victoria Gambling and Casino Control Commission confirmed in 2024 that Crown Melbourne could retain its licence, and Crown Sydney received a full, unrestricted licence the same year.
His appointment follows a seven-month interim period during which Murren, also GCGRA Chairman, held the CEO role following Mullally’s departure. Mullally, the authority’s founding CEO, had overseen the establishment of the UAE’s regulatory framework from 2023, including the launch of the UAE Lottery and the issuance of the country’s first commercial gaming licence to Wynn Resorts for its Ras Al Khaimah property.

Jim Murren, GCGRA Chairman, made that statement in the authority’s announcement. Murren had separately described Carruthers as bringing “exactly the calibre of leadership this role demands,” citing his track record with governments, regulators and industry partners across multiple jurisdictions.

Where the UAE Market Stands
Carruthers steps in as the GCGRA moves beyond its foundational phase. Wynn Resorts remains the only licensed casino operator in the UAE, with the Wynn Al Marjan Island resort under development in Ras Al Khaimah. Online gaming is in early-stage rollout: Play971, a brand operated by Momentum, secured internet gaming and sports wagering licences in November 2025 and became the UAE’s first live online gaming platform. The GCGRA’s current approach limits online licensing to one operator per emirate, a structure that mirrors the single-licence model applied to land-based casinos.
The vendor licensing market has also expanded steadily, with 17 licensed gaming vendors active at the start of 2026 across categories including technology suppliers and certified service providers.
Carruthers now faces the next stage of that build-out: managing operator and vendor relationships across an increasingly active market, while the broader regional regulatory framework continues to take shape. The GCGRA has not indicated a timeline for expanding the number of casino licences beyond the current one-per-emirate model.
