Norway Kalshi Block: Regulator Targets 62 Gambling Sites

Lotteritilsynet has notified 62 sites, including Kalshi and Polymarket, of planned DNS blocking. Responses are due by 15 October.

Norway’s gambling regulator, Lotteritilsynet (the Norwegian Gaming Authority), plans to block Kalshi, Polymarket and 60 other gambling sites through DNS blocking, and has notified all 62. The companies have until 15 October 2026 to respond, according to E24’s report of 8 October.

The authority targets foreign companies that offer gambling to Norwegian residents without a licence. E24 reported that Kalshi and Polymarket are both on the list and that neither had commented publicly. Normal browser access to a blocked site is cut off, though users with enough time and resources can still reach it.

Lotteritilsynet’s own blocking page for illegal gambling sites records that it sent notice of blocking 62 new sites in September 2026. The same page says 238 sites run by 72 companies are already blocked, and that 71 sites changed their offer so it no longer targets Norway. The Storting (Norway’s parliament) decided that illegal gambling sites should be blocked from 2025.

Hamar on prediction markets

Atle Hamar, Director of Lotteritilsynet, told E24 that blocking is an ongoing activity at the authority and that “we know it works” (translated from Norwegian). On prediction markets, he said:

“Prediction markets are on the agenda for all gambling operators in Europe and the USA,” Atle Hamar, Director of Lotteritilsynet, told E24 (translated from Norwegian).

Hamar also said the sites are “perfect for insider trading, and we don’t want that” (translated from Norwegian).

Norway joins other European regulators acting against the platforms. TGE has reported that Spain blocked Kalshi and Polymarket in May, and that Brazil banned prediction markets as Anatel blocked 27 platforms. More coverage sits in TGE’s prediction markets archive and its Nordics coverage.

Next steps

The 62 companies must reply by 15 October 2026. A formal blocking decision, sent to internet service providers, would follow the notice stage. Lotteritilsynet has not published a date for a decision.
